Step-by-step guide to submit your APP to the II Open Data Contest through the headquarters
In this article we detail the steps to formalize the registration and submit proposals to the II Open Data Contest Cabildo de Tenerife: APP Development.
Applications may be submitted electronically through the Electronic Headquarters of the Cabildo de Tenerife (recommended option) or in person at the authorized official registries.
The proposal must consist of a fully developed, functional and operational application on Android and iOS mobile devices at the time of submission, in accordance with the technical requirements established in the regulatory bases.
For the telematic submission, it will be necessary to:
- Access the call published in the Electronic Headquarters.
- Fill in the official application form
- Attach the technical documentation required in the regulatory bases.
- Sign and submit the application
Access to the procedure
The first step is to access the Electronic Headquarters of the Cabildo de Tenerife and search for the procedure by entering the word "contest" in the main search engine.

After performing the search, we will find among the results the procedure of the call for the II Contest to which we will access.
To start the application process, click on the "Access to process online" button.
After having chosen the option to apply online, it will be necessary to identify yourself with Cl@ve Móvil, DNIe / Certificado electrónico (mainly) or another of the identification mechanisms available at the headquarters.
In order to start and complete the application, it is first necessary to indicate your data; selecting the type of person for whom the procedure is being carried out and the notification channel. Next, the motivation for the request must be stated.
Both individuals and legal entities may participate, and may submit as many applications as they wish, either individually or jointly.

Providing documents
In order to attach the supporting documentation, it is necessary to authorize or not authorize the Cabildo to consult some of these data, in the case of authorizing its consultation it is no longer necessary to include these documents:
- Data of Identity (D.N.I./N.I.E.)
- To be up to date with the fulfillment of tax obligations with: the State Agency of Tax Administration and the Canary Islands Tax Agency, the General Treasury of the Social Security and obligations with the Cabildo Insular.
Technical documentation of the proposal
- Technical description of the PPP, including functionality and purpose, main modules, and open data integration logic, justification of data use, architecture and design (diagrams, wireframes or schematics) and technologies used (languages, frameworks, databases, etc.).
- Executable files of technological environments: compressed APK file for Android and an IPA file for the IOS environment with the proposed solution and with a maximum size of 25 Megabytes per file (maximum size allowed at the Cabildo's headquarters), along with credentials if necessary for evaluation, as well as a README with instructions for installation (max. 10 steps) if applicable.
- Explanatory video on how the APP works: Between 180 and 300 seconds long, in MP4 format. The video must correspond to the final version of the application.
- Complete source code: submitted in its entirety through the Headquarters, without relying on an external URL.
- Technical summary with key details: name, author, technologies used and short description.

The Electronic Headquarters establishes size and format limitations for attachments, so in the case of large files or extensions such as .zip, the specific procedure for submitting large files by fingerprint must be used, whose tutorial for this procedure is available at the Headquarters.
Review the procedure and sign the application.
In the next step it is necessary to review the information submitted to ensure that it is correct before signing the submission. The Cabildo recommends choosing the option "the Cabildo of Tenerife signs and submits the submission on my behalf", as this is the most flexible in terms of problems that may occur in the signing process.

Finally, a summary will be shown with the result of the application and the possibility of downloading the proof of having submitted the application.
Continuing a draft of the procedure
If during the completion of the application you interrupt the process (for example, because you decide to complete it later or because the session expires after a certain period of inactivity), the E-Office automatically saves the submission as a draft. At that point you can choose to continue with the draft or start a new procedure to continue a new application from the beginning.

Second edition of the contest
The purpose of the II Cabildo de Tenerife Open Data Contest: APP Development, as its name suggests, is the development of a functional application that reuses the data sets available in the portal datos.tenerife.es.
This second edition gives continuity to the 1st Reuse Ideas Competition and focuses on the technical materialization of real digital solutions, fully operational in mobile environments (Android and iOS), that generate social, economic or institutional impact from the use of open data.
Prizes and judging criteria
The prizes of a total of 6,000 euros are divided into a first prize of 3,000 euros, a second prize of 2,000 euros and a third prize of 1,000 euros.
The jury will evaluate the proposals with a maximum score of 20 points, assessing aspects such as the degree of reuse of the portal data, the economic value and public utility of the solution, its originality and innovation, the technical and functional quality of the application, the quality of the code and its sustainability, as well as the documentation provided. Visual design, usability and digital accessibility on Android and iOS devices will also have a relevant weight.
