Output, effect and impact: indicators of the real impact of the Open Data portal of the Cabildo de Tenerife

The main objective of the Open Data portal promoted by the Cabildo de Tenerife is to make data freely available to the public, accessible and reusable. However, the benefits and transforming potential of "open data" require the evaluation of certain parameters to establish the real impact of these initiatives.

In this context, the European Union, on its data.europa.euportal, has established three categories of indicators to determine the impact of open data. These are the categories of output, effect and impact, which are set out in the report "Indicators for an Impact Assessment of Open Data", aimed not only at analyzing the effect but also at establishing criteria to determine data publication strategies.

 

Output indicators

According to the data.europa.eu report, output indicators are focused on analyzing the immediate results of making open data publicly available. These indicators are simple to analyze, but provide only a first measure of impact.

In the case of the Cabildo de Tenerife's Open Dataportal , this impact would be measured in aspects such as the number of datasets released (230 datasets and 4052 distributions as of November 2024); the frequency of data.tenerife.es dataset updates (daily or weekly in most cases) or the number of visitors to the data catalog (more than 500 users per day).

Also measured as output indicators would be the tasks of dissemination and promotion of the portal, which allow giving it greater visibility, with the weekly publication in the social networks X, Facebook and LinkedIn; the dissemination in videos on Youtube and the celebration of events such as the I Open Data Contest.

Thus, according to these parameters, datos.tenerife.es would obtain a good result in terms of product indication.

 

Effect indicators

The effect indicators, as a second level, measure the short and medium term consequences of open data, and are therefore essential to understand how open data influencesdecision-making processes, the development of new applicationsor the improvement of government transparency.

Under this perspective, the portal would reach high levels in terms of effect, by offering data that allow, as an example, to improve infrastructure planning with sets such as Average Daily Traffic Intensity; improve public transport according to usage data (transport usage data); improve waste collection, taking into account the amount collected at each treatment facility; climate analysis with the evaluation of meteorological data or the study of tourism impact, with the data included in the Tourism category , which collect from average tourist stays to the typologies of existing accommodations.

 

Impact indicators

With the impact analysis, the more long-term effects of open data are evaluated. This is the deepest level of analysis and also the most complex to determine. But in the case of the datos.tenerife.esportal, the opportunities that datasets offer to generate benefits along the value chain are perceived.

The value chain allows us to analyze the process that data goes through from the time a need is identified until it is used to generate impact and change. The value chain identifies four main stages: collection, publication, adoption and impact. The value chain reflects the complex process that is put in place from data creation to data use and impact to monitor and evaluate the data production process. In this context, Impact indicators are those that assess the long-term effects and benefits and that determine the opportunities generated in the process.

As an example, the portal provides long-term solutions that enable the implementation of new initiatives or projects that result in job creation, as well as an environmental analysis aimed at reducing the impact on the territory or economic improvement, with the sets made available in Economy or Industry.

In short, three sets of indicators that reflect the appropriate strategy established in the Open Data portal of the Cabildo de Tenerife, but which will allow to continue determining the opening and dissemination of new sets for the benefit of citizens, companies and administrations, in a permanent commitment to innovation, transparency and efficiency improvement.
